Mission, History & Leadership

A disciplined, law-abiding association championing indigenous economic empowerment in Zimbabwe, and the people carrying that mandate forward.

"Hupfumi Hwedu" translates as "Our Shared Wealth", the conviction that Zimbabwe's natural and economic resources belong, in practical terms, to all indigenous Zimbabweans.

Vision

An economically empowered indigenous Zimbabwean community that owns, controls, and benefits from the strategic resources and reserved sectors of Zimbabwe’s national economy.

Mission

To advocate for systemic change, influence policy, and facilitate the lawful, organized, and commercially viable participation of indigenous Zimbabweans in the reserved sectors of the economy, and other sectors designated under applicable empowerment legislation.

Constitutional Mandate

An affirmative action and advocacy association registered under the Companies and Other Business Entities Act (Chapter 24:31).

A Note on Political Alignment

HHIRA operates in alignment with ZANU-PF and Zimbabwe’s national empowerment agenda while acting strictly in members’ commercial interest on economic matters, in keeping with the Association’s Constitution.

Our Story & Legacy

Continuing a Proud Lineage

1990
Indigenous Business Development Centre (IBDC) founded, first organised push to broaden indigenous participation in the formal economy.
1994
Affirmative Action Group (AAG) founded, assertive lobbying for redistribution of economic assets.
1994
Indigenous Business Women's Organisation (IBWO) founded, extended empowerment to black Zimbabwean women.
2022
Economic Empowerment Group (EEG), continued organised lobby and advocacy.
2026
Hupfumi Hwedu Indigenous Resources Association founded, building on this legacy.

HHIRA builds on this legacy, aligns with current Government policy, and is constituted to be a disciplined, law-abiding and impactful successor formation in the mould of these historic organisations.

Reserved Sectors

Sectors Reserved for Indigenous Zimbabweans

Under Statutory Instrument 215 of 2025 and allied empowerment policy, the following sectors are reserved for indigenous Zimbabweans. HHIRA facilitates lawful, commercially viable participation — ensuring genuine ownership, not token or fronted arrangements.

Legal basis: Statutory Instrument 215 of 2025 & Ministry of Mines reservation policy. Foreign businesses already operating in exclusively reserved sectors must divest 75% to indigenous Zimbabweans within three years (minimum 25% per year). Threshold sectors allow foreign entry only above gazetted investment thresholds.

Reserved exclusively for indigenous Zimbabweans. No foreign participation permitted. Foreign businesses already operating in these sectors must divest in terms of SI 215 of 2025.
